Public Bank Group Posted Pre-Tax Profit of RM6.31 Billion for the First Nine Months Ended September 2022 and Declared 4.0 Sen Second Interim Dividend

FOR IMMEDIATE RELEASE

30 November 2022

Public Bank Group Posted Pre-Tax Profit of RM6.31 Billion for the First Nine Months Ended September 2022 and Declared 4.0 Sen Second Interim Dividend

Tan Sri Dato’ Sri Dr. Teh Hong Piow, the Founder, Chairman Emeritus, Director and Adviser of Public Bank announced that the Public Bank Group posted a pre-tax profit of RM6.31 billion and net profit attributable to shareholders of RM4.41 billion for the first nine months of 2022.

Tan Sri Teh commented, “Despite the prolonged headwinds in the global economy, the Malaysian economy remained on the recovery trajectory, mainly supported by improving domestic demand. Tapping on the growing economy, the Public Bank Group’s pre-tax profit improved by 13.5% for the first nine months of 2022, compared with the corresponding period in 2021. Net profit attributable to shareholders grew by 3.0% after taking into account the one-off impact of prosperity tax.”

The 9-month profit growth was mainly due to higher net interest income growth by 7.7% and lower loan impairment allowances by 70.0%, but partially offset by lower non-interest income by 11.0%.

Tan Sri Teh said, “For the first nine months of 2022, the Public Bank Group’s loans and deposits continued to achieve healthy annualised growth of 5.8% and 4.5% respectively. Backed by its strong fundamentals and prudent management, the Group sustained a resilient net return of equity of 12.4% and efficient cost-to-income ratio of 32.6%. Gross impaired loans ratio remained strong at 0.3%, despite the expiry of PEMULIH repayment assistance programme.”

In view of the favourable performance, Tan Sri Teh is pleased to announce that, “The Board of Directors is declaring a second interim dividend of 4.0 sen per share, which will result in a total dividend payout of RM776.4 million. The second interim dividend will be paid on 23 December 2022 based on the dividend entitlement date of 15 December 2022.”

Loans and Deposits Businesses

As at the end of September 2022, the Public Bank Group’s total loans expanded at an annualised rate of 5.8% to RM373.6 billion. Domestic loans grew at an annualised rate of 5.2% to RM347.8 billion, mainly supported by residential properties and hire purchase financing which expanded at an annualised rate of 7.4% and 9.9% respectively.

Tan Sri Teh further commented, “Supported by the improving economic conditions, the Public Bank Group’s total domestic loans approval surged by 30.2% in the first nine months of 2022, reinforcing the Group’s leading market share in the residential properties and hire purchase financing, which stood at 20.6% and 30.4% respectively.”

On deposit-taking, the Group’s total customer deposits achieved an annualised growth of 4.5% to RM393.3 billion during the same period. Domestic deposits rose by an annualised rate of 4.5% to RM364.6 billion, mainly supported by current and fixed deposits which grew by an annualised rate of 7.5% and 7.3% respectively.

Tan Sri Teh said, “The Public Bank Group’s liquidity and funding structure remained healthy and supportive of its lending activities, with gross loan to fund and equity ratio of 81.3% as at 30 September 2022.”

Non-Interest Income

For the nine months ended September 2022, the Public Bank Group’s non-interest income was lower by 11.0%, largely due to the lower unit trust fees, stockbroking income as well as investment income amidst the unfavourable market conditions.

Tan Sri Teh highlighted, “Despite the weaker market performance, the Group’s unit trust business through its wholly-owned subsidiary, Public Mutual registered a        pre-tax profit of RM580.4 million in the first nine months of 2022, contributing 45% to the Group’s non-interest income. As at end-September 2022, Public Mutual continued to capture a large retail market share of 34.4%, with a total of 179 unit trust funds and total assets under management of RM88.7 billion.”

Cost Management

Overhead expenses increased by 6.3% in tandem with the resumption of economic activities. Notwithstanding this, the Public Bank Group continued to be the most cost efficient bank in the domestic banking industry, with the lowest cost-to-income ratio of 32.6% in the first nine months of 2022.

“Amid the high inflationary pressure, sustaining a high level of cost efficiency remains a competitive edge enabling the Group to continue implementing strategic plans to achieve business growth. The Group will continue its strategic investment in digital transformation and staff development to further strengthen long term productivity and business sustainability.” Tan Sri Teh said.

Asset Quality

As at end-September 2022, the Public Bank Group sustained a low gross impaired loans ratio of 0.3%, significantly lower than the domestic banking industry’s average gross impaired loan ratio of 1.8%.

Tan Sri Teh highlighted, “As the economy is gradually improving and with the expiry of the PEMULIH repayment assistance schemes, the Group has observed a stable repayment trend from customers. Despite the current challenges in the economy, the Group continued to maintain sound asset quality underpinned by its resilient loan portfolio and prudent lending practices.”

As at end-September 2022, the Group’s loan loss coverage ratio stood at 339.5%, significantly higher than the banking industry’s loan loss coverage ratio of 97.8%. Including regulatory reserves, the Group’s loan loss coverage ratio was higher at 359.6%.

Overseas Operations

For the first nine months ended September 2022, the Public Bank Group’s overseas operations contributed 7.6% to the Group’s profit, mainly attributed to its Hong Kong and Indochina operations.

Tan Sri Teh highlighted, “The Group continues to see good business opportunities in Indochina, particularly in Vietnam. In the first nine months of 2022, Public Bank Vietnam’s profit grew favourably by 13.4% as compared with the corresponding period last year.”

Capital and Liquidity Position

As at the end of September 2022, the Group’s common equity Tier 1 capital ratio, Tier 1 capital ratio and total capital ratio stood at a healthy level of 14.0%, 14.0% and 17.1% respectively, after deducting the second interim dividend. The Group’s liquidity coverage ratio also remained stable at 123.2%.

Tan Sri Teh reiterated, “Underpinned by its prudent approach in managing its financial resources, the Group continues to maintain a healthy balance sheet. This enables the Group to continue driving business growth despite the uncertainties in the operating environment.”

Group’s Prospects

The Malaysian economic growth gains further momentum as the nation continues its post-pandemic recovery. While external trade is expected to moderate amidst a slower global economic growth, domestic demand continues to support economic expansion, with the job market and income prospects improving.

However, downside risks remain stemming from inflationary pressure, lingering supply chain disruptions, global monetary policy tightening and geopolitical tensions which could further weigh on the global economy.

Tan Sri Teh commented, “The Public Bank Group will remain vigilant to the uncertainties and challenges. The Group will continue to build business resilience by maintaining healthy capital position, preserving asset quality, further strengthening its risk management capabilities and upholding sound corporate governance practices.”

“As the Group continues to leverage on its core banking business to grow its business, the Group will remain agile in strategy implementation to capture any business opportunities arising from the economic recovery and evolving business landscape.” Tan Sri Teh concluded.

Comments On The Budget 2023
FOR IMMEDIATE RELEASE

7 October 2022

Comments On The Budget 2023

In the face of an increasingly volatile global economic landscape, we applaud the Government’s vision in setting out our nation’s near and medium-term course with a well-planned Budget 2023. It strikes the right balance between on-going prioritisation of the Rakyat’s well-being while guarding against potential challenges, and also sustaining Malaysia’s post-pandemic growth.

The Public Bank Group has played its role steadfastly in actively facilitating growth through the years. Our efforts will be intensified further as Malaysia continues to transition toward becoming a high-income nation. Budget 2023’s spirit of inclusiveness reflects the Government’s promise of leaving no one behind. The Government’s planned expenditure of a notably higher RM372.3 billion in 2023 with 37.2% allocated for programmes and projects under the social sector shows its resolve and commitment in reducing the income gap between the Rakyat and the development gap among the states. This will help ensure Malaysia progress successfully and sustainably as a nation.

Budget 2023 adequately addresses the current needs of the B40 and M40 groups through various cash assistance programs with widened eligibility criteria, tax incentives for home ownership and extension of employment-related initiatives, amongst others. Micro, Small and Medium-sized Enterprises (MSMEs) will also be supported through access to traditional and alternative financing options, tax incentives and extension of grants, amongst others. Issues like food security and preparedness for natural disasters were also addressed, in addition to infrastructure spending covering healthcare and education, and digital infrastructures to address development and digital gaps.

We read, on a daily basis, of the stark realities of an environment increasingly ravaged   by the negative and far-reaching effects of climate change. Much progress has been made, but more will still need to be done. We laud the Government’s renewed focus on sustainability-based initiatives in Budget 2023, with more emphasis given toward enhancing green investments for the development of low-carbon, resilient and healthy urban environments. To this end, the Government’s higher expenditure of RM95 billion for development in 2023 will see allocations channelled to programmes and projects with high socio-economic impacts in line with the United Nation’s Sustainable Development Goals (SDG). The Public Bank Group has already embarked on this journey and reaffirms its commitment in partnering the government and various stakeholders toward advancing these agendas.

We are fully supportive of Budget 2023 which is expansionary but necessary in current times to sustain the post-pandemic recovery of the nation. We are confident that the continued partnership of the public and private sectors will enhance the resilience of our economy and strengthen our recovery, while enhancing the well-being of the Rakyat.

Dedicated and Responsive Assistance for Public Bank’s Customers Affected by Frauds and Scams
FOR IMMEDIATE RELEASE

29 September 2022

Dedicated and Responsive Assistance for Public Bank’s Customers Affected by Frauds and Scams

The five key measures to combat scams announced by the Governor of Bank Negara Malaysia, Tan Sri Nor Shamsiah binti Mohd Yunos at the Financial Crime Exhibition 2022 held on 26 September 2022 will effectively raise the level of online banking security, Public Bank said in a statement today.

Public Bank’s Managing Director and Chief Executive Officer, Tan Sri Tay Ah Lek said Public Bank will continue to emphasise on banking security for customers to ensure that all customers can conduct their online banking transactions in a secure and safe environment.

Public Bank has taken further steps to address the rising trend of frauds and scams including providing 24 hours assistance to customers via its Case Management Unit. “The unit is staffed with specially trained and experienced staff to provide the necessary and timely assistance to affected customers. As time is of the essence, Public Bank’s staff will be available to assist you 24/7,” Tan Sri Tay said.

Upon receiving a fraud or scam report, access to the customer’s PBe Internet Banking and PB engage Mobile Banking will be terminated immediately. This will prevent further unauthorised transfers while the Bank expedite recovery of stolen funds.

To further empower customers, since March this year, customers can also self-deactivate their access to PBe Internet Banking and PB engage Mobile Banking under such circumstances via the PBe login page. Reactivation can only be done at the branch or by the staff at the Case Management Unit with the necessary verifications.

Staying vigilant is vital and Public Bank has also stepped up its efforts to protect customers’ accounts by introducing a series of counter measures in its fraud detection and prevention system based on the evolving modus operandi of frauds and scams. The system will flag out suspicious and abnormal transactions performed on customers’ account and they are constantly reviewed to determine the effectiveness. Customers transferring to any new beneficiary via PBe and PB engage will also be prompted with a warning message to alert customers to be extra cautious before proceeding with the transfer.

In addition, Public Bank has deployed a more secure authentication method via mobile app security token known as PB SecureSign (PBSS) on the PB engage Mobile Banking since August 2020 that can counter one of the fraud tactics by scammers using the Android Package Kit (APK).

The PBSS can only bind to one mobile device with a stringent activation process where customers who have registered PBSS on their PB engage are required to activate it via Branch, ATM or by contacting PBe Customer Support.

Public Bank will also enable transaction approval via PB SecureSign app (PBSS) for PBe Internet Banking by October 2022. Similar to PB engage, customers with PBSS activated can approve transactions in a more secure authentication method. This will replace the PBe Authentication Code (PAC) via SMS which will eventually be phased out.

Since 2017, Public Bank has maintained a record of about 100,000 reported mule accounts of the industry. Based on this mule database, for the first half of 2022, approximately 500,000 of our customers’ accounts were prevented and saved from the attempted fraudulent transfers of close to RM900 million to these mule accounts.

Public Bank is fully committed to work steadfastly with all parties to combat this security threat and has also embarked on intensive education efforts to keep customers updated of the latest trend and evolving modus operandi of frauds and scams happening.

These education efforts also include raising customer awareness on the importance of being vigilant at all times by NOT clicking on UNKNOWN links, safeguarding their privacy and banking information, being careful with suspicious apps before installing them to ensure that their devices remain secure at all times and other precautions needed to safeguard customers from frauds and scams.

Customers can visit Public Bank’s Online Security microsite at  https://www.pbebank.com/onlinesecurity/index.html and by staying informed, will help to keep scams and frauds at bay. Meanwhile, in the event a fraud took place or if customers noticed any irregularities in their bank accounts, they can contact the Case Management Hotline at 03-2177 3555 to seek assistance.

Public Bank Group Posted Pre-Tax Profit Of RM4.02 Billion For The First Half of 2022 and Declared 8.0 Sen First Interim Dividend
FOR IMMEDIATE RELEASE

29 August 2022

Public Bank Group Posted Pre-Tax Profit Of RM4.02 Billion For The First Half of 2022 and Declared 8.0 Sen First Interim Dividend

For the first half of 2022, the Public Bank Group registered a pre-tax profit of RM4.02 billion, growing by 6.0% compared with the corresponding period in 2021. The profit growth was driven mainly by higher net interest income as well as lower loan impairment allowances. Net interest income grew 3.4% to RM4.32 billion, underpinned by healthy loan and deposit growth, as well as improved net interest margin.

Net profit attributable to shareholders was lower at RM2.82 billion for the first half year ended June 2022, compared with RM2.91 billion in the corresponding period in 2021 due to the impact of the one-off prosperity tax.

Tan Sri Dato’ Sri Dr. Teh Hong Piow, the Founder, Chairman Emeritus, Director and Adviser of Public Bank said, “The transition to endemicity alongside the pick up in business activities and consumer sentiment have resulted in an improved business environment, further supporting the Group’s core banking business on loans and deposits.”

Tan Sri Teh added, “The Public Bank Group continues to manage its balance sheet and asset quality conscientiously to ensure adequate safeguards amid the ongoing economic challenges. For the first half of 2022, gross impaired loans ratio remained low at 0.3% despite the expiry of repayment assistance programmes under the PEMULIH scheme. The Group’s strong fundamentals and prudent management enabled the Group to continue sustain a resilient net return-on-equity of 12.0% and efficient cost-to-income ratio of 33.5%, which are well within the Group’s target for 2022.”

With that, Tan Sri Teh is pleased to announce that, “The Board of Directors is declaring a first interim dividend of 8.0 sen per share, which will result in a total dividend payout of RM1.55 billion, representing 55.2% of the Group’s net profit for the half year ended 30 June 2022. The first interim dividend will be paid on 23 September 2022 based on the dividend entitlement date of 14 September 2022.”

Loans and Deposits Businesses

During the first half of 2022, the Public Bank Group’s total loans recorded an annualised growth of 5.6% to RM368.0 billion, as compared with RM358.0 billion as at end-December 2021. Domestic loans grew at an annualised rate of 5.4% to RM343.6 billion, in line with the industry’s annualised growth rate of 5.4%. This was mainly attributed to the healthy growth of the Group’s key lending segments for residential properties and hire purchase financing.

“Despite the significant economic headwinds and intense competition in the market, the Group continued to sustain its domestic leading position in the residential properties, hire purchase financing and SME financing with market share of 20.5%, 30.5% and 20.5%  respectively,” Tan Sri Teh commented.

In terms of funding, the Group’s total customer deposits recorded an annualised growth of 4.1% to RM388.3 billion during the same period. Domestic deposits grew at an annualised rate of 3.6% to RM358.9 billion, as compared with the annualised industry growth of 4.0%. This was mainly attributed to the steady inflow of deposits, with the current and saving deposits growing by an annualised rate of 9.3%, and fixed deposits growing by an annualised rate of 6.0%.

Tan Sri Teh said, “The Public Bank Group’s liquidity and funding structure remained healthy with gross loan to fund and equity ratio of 81.0% as at 30 June 2022.”

 Non-Interest Income

For the first half of 2022, the Public Bank Group’s non-interest income was lower by 15.4% as compared with the previous corresponding period in 2021 due to the subdued market condition which affected the Group’s unit trust management and stockbroking businesses, as well as investment income. However, the Group’s unit trust business, undertaken by its wholly-owned subsidiary, Public Mutual remains the main contributor to the Group’s non-interest income.

Tan Sri Teh highlighted, “In the first half of 2022, Public Mutual recorded a pre-tax profit of RM392.2 million, contributing 9.7% to the Group’s profit. Despite the subdued market sentiment, Public Mutual continued to capture a large retail market share of 35.2%, with a total of 177 unit trust funds and total assets under management of RM92.1 billion.”

Cost Management

On the back of the resumption of more business activities, overhead expenses increased by 4.4% in the first half of 2022. The Group’s prudent cost management continued to sustain its cost-to-income ratio at an efficient level of 33.5%, significantly lower than the domestic banking industry’s cost-to-income ratio of 44.3%.

Tan Sri Teh highlighted, “Whilst the Public Bank Group continues to emphasise on effective cost management, the Group will continue to invest in digital transformation and staff development for long term productivity and cost efficiency.”

Asset Quality

As at the end of June 2022, the Public Bank Group’s gross impaired loans ratio remained low at 0.3%, well below the domestic banking industry’s average impaired loan ratio of 1.7%.

Tan Sri Teh further added, “Despite the resilient asset quality, the Group continued to maintain a prudent level of loan impairment allowance. As at the end of June 2022, the Group’s loan loss coverage ratio stood at 388.8%, significantly higher as compared with the banking industry’s loan loss coverage ratio of 108.5%. Including regulatory reserves, the Group’s loan loss coverage ratio was higher at 407.2%.”

Repayment Assistance Programme

Upon the expiry of PEMULIH repayment assistance programmes, about RM20.8 billion of the Public Bank Group’s domestic loans were still under the Group’s in-house repayment assistance as at the end of July 2022, accounting for 6% of the Group’s total domestic loans.

Tan Sri Teh said, “With the expiry of repayment assistance programmes under the PEMULIH scheme, the Group observed a stable repayment trend among its customers. Nevertheless, the Group is mindful of the ongoing challenges in the economy and will continue to provide assistance to customers who continue to face repayment difficulty.”

Overseas Operations

For the first half year ended June 2022, the Public Bank Group’s overseas operations contributed 6.5% to the Group’s profit. Public Financial Holdings Limited Group and Cambodian Public Bank (“Campu Bank”) continued to be the main contributors.

Tan Sri Teh said, “The Group’s Indochina operations grew at a faster pace, with Campu Bank and Public Bank Vietnam’s profit growing by 7.1% and 14.3% respectively as compared with the corresponding period last year. Moving forward, the Group will continue to step up its efforts to grow its Indochina business, riding on the good long term growth prospects and high potential of these emerging economies.”

Capital and Liquidity Position

As at the end of June 2022, the Group’s common equity Tier 1 capital ratio, Tier 1 capital ratio and total capital ratio stood at a healthy level of 14.1%, 14.2% and 17.2% respectively, while liquidity coverage ratio remained healthy at 113.7%.

Tan Sri Teh reiterated, “Challenges facing the banking industry are intensifying. The Public Bank Group will remain focused on sustaining a healthy capital and liquidity position for its business to continue thriving even in times of challenges.”

Group’s Prospects

The Malaysian economy remains on a recovery path, supported by improving domestic demand and sustained export growth. The transition to endemic phase with almost fully relaxed COVID-19 restrictions have further strengthened the recovery.

However, significant headwinds remain, stemming from global geopolitical conflicts, resurgence of COVID-19 cases, rising inflationary pressure and global supply chain disruptions.

Tan Sri Teh commented, “As the headwinds remain visible, the Public Bank Group will continue to embrace the challenges with focus on prudent cost and risk management. The Group’s strong balance sheet, resilient asset quality and good corporate governance practices would continue to provide support in strengthening the Group’s business with greater cost efficiency and operational productivity.”

“Against this backdrop, the Public Bank Group will continue to remain cautiously optimistic in striving its business growth and ensure its stakeholders’ interests are safeguarded at all times,” Tan Sri Teh concluded.

Public Bank and Gamuda Land Signed MoU to Offer a Sustainable Financing Package for Residential and Non-Residential Properties

Public Bank and Gamuda Land signed a Memorandum of Understanding (MoU) to collaborate on property financing for green and sustainable development projects.

With this MoU, Public Bank has created a Special Sustainable Financing Package to promote end-financing for green and sustainable development projects by Gamuda Land. These residential and commercial projects cover those that have received or projects that will seek sustainability recognition from Green Building Index (GBI), GreenRE and other accreditation bodies.

Public Bank’s Managing Director and Chief Executive Officer, Tan Sri Dato’ Sri Dr. Tay Ah Lek said this MoU symbolises an advancement in Public Bank’s green growth journey.

“Public Bank Group has committed to achieve carbon neutrality by the year 2030 and net-zero by 2050. The Group is also committed to mobilise RM40 billion in ESG-friendly financing by 2025, including the financing of green-certified buildings,” Tan Sri Tay said during the signing ceremony.

The MoU was signed with Gamuda Land’s Chief Executive Officer, Mr. Ngan Chee Meng, in the presence of senior officers of both parties on 16 August 2022 at Menara Public Bank, Kuala Lumpur.

The Public Bank Special Sustainable Financing Package to end-finance projects from Gamuda Land will feature favourable pricing, fast lane approval and a financing option for customers to purchase eco-friendly and energy efficient appliances, fixtures and fittings to further enhance the sustainability of their green properties.

"With a strong market share of 20.5% and 34.0% respectively in residential and non-residential properties financing in Malaysia as of March 2022, Public Bank is thus well positioned to play its role in collaboration with Gamuda Land to drive the sustainability agenda of the property sector,” added Tan Sri Tay.

Tan Sri Tay also complimented Gamuda Land for achieving the "5 Diamonds" recognition for its Gamuda Cove township in the "Low Carbon City 2030 challenge" awarded by the Ministry of Environment and Water.

In highlighting the sustainability commitment of Gamuda Land, Mr. Ngan Chee Meng in his speech said that the Gamuda Green Plan (GGP) is a comprehensive framework charting tangible targets driven on environment, social and governance (ESG) dimensions for the next five years and beyond. The plan commits the group with specific steps to reduce direct and indirect greenhouse gas emission intensity by 30% in 2025 and 45% by 2030.

“Moving forward, all of Gamuda Land’s development locally and internationally will be green building certified. As such, it is indeed timely for us to work together with like-minded partners like Public Bank, who believes in pushing the envelope with the green agenda,” said Mr. Ngan.

Mr. Ngan added that Gamuda Land's sustainable developments and Public Bank’s commitment to make green financing more accessible, can together create a greener and brighter tomorrow for future generations.

Public Bank Group Posted Pre-Tax Profit of RM2.00 Billion for The First Quarter of 2022
FOR IMMEDIATE RELEASE

30 May 2022

Public Bank Group Posted Pre-Tax Profit of RM2.00 Billion for The First Quarter of 2022

Public Bank Group posted a pre-tax profit of RM2.00 billion for the first quarter ended 31 March 2022, recording 0.1% growth as compared with the corresponding period in 2021.

However, net profit attributable to shareholders declined by 8.6% to RM1.40 billion compared with RM1.53 billion in the corresponding period in 2021, primarily due to the imposition of the one-off prosperity tax introduced by the Government for 2022.

The domestic banking sector continued to face significant challenges stemming from the remaining effect of the COVID-19 pandemic. The downside pressure on the economy was compounded with global geopolitical tensions and conflicts.

Tan Sri Dato’ Sri Dr. Teh Hong Piow, the Founder, Chairman Emeritus, Director and Adviser of Public Bank said, “Overall, the operating environment still remains highly challenging. However, the Public Bank Group’s sound fundamentals, coupled with its strategic vigilance and agility, continued to enable the Group to sustain financial resilience.”

Tan Sri Teh added, “In the first quarter of 2022, the Public Bank Group continued to sustain a resilient net return-on-equity of 11.8% and efficient cost-to-income ratio of 33.2%.”

Steady Expansion in Loans and Deposits Businesses

As at the end of March 2022, the Public Bank Group’s total loans recorded an annualised growth of 5.3% to RM362.7 billion. Domestic loans grew stronger at an annualised rate of 5.9% to RM339.6 billion. This was mainly contributed by its retail sector, in particular financing for residential properties and hire purchase financing. Total loans approved rose by 14.0% in the first quarter of 2022, as compared with the corresponding period in 2021. As at the end of March 2022, the Group sustained its leading position in the residential properties, commercial properties and hire purchase financing with market share of 20.5%, 34.0% and 30.4% respectively.

In terms of funding, the Group’s total customer deposits recorded an annualised growth of 4.6% to RM384.8 billion. Domestic deposits grew at a same pace with annualised rate of 4.6% to RM356.7 billion.

Tan Sri Teh said, “The Public Bank Group’s financing growth remained well supported by its healthy funding structure, as reflected in its gross loan to fund and equity ratio of 80.7% as at the end of March 2022.”

Continued Support from Non-Interest Income

For the first quarter of 2022, the Public Bank Group’s non-interest income was lower by 10.9%, as compared with the previous corresponding quarter. This was mainly due to the decline in the Group’s income from its unit trust and stockbroking businesses as well as lower investment income arising from the unfavourable market condition during the quarter. However, the other banking related fee income remained stable.

Tan Sri Teh highlighted, “The Public Bank Group’s unit trust business, undertaken by its wholly-owned subsidiary, Public Mutual remains the main contributor to the Group’s non-interest income. Public Mutual recorded a pre-tax profit of RM202.0 million in the first quarter of 2022, contributing 10.1% to the Group’s profit. As at the end of March 2022, Public Mutual continued to capture a large retail market share of 35.4%, with a total of 177 unit trust funds and total assets under management of RM99.8 billion.”

Efficient Cost Management

For the first quarter of 2022, the Group recorded an increase of 1.5% in overhead expenses.

Tan Sri Teh said, “In pursuit of cost optimisation strategy, the Public Bank Group continues to adopt a prudent approach in managing its operating overhead. In the first quarter of 2022, the Group’s cost-to-income ratio remained at an efficient level of 33.2%, as compared with the domestic banking industry’s average of 48.1%.”

Resilient Asset Quality

As at the end of March 2022, the Public Bank Group’s gross impaired loans ratio remained low at 0.3%, well below the industry’s gross impaired loans ratio of 1.5%.

Tan Sri Teh added, “Despite its resilient credit profile, the Public Bank Group remained extra vigilant and continued to take a prudent approach in setting aside loan loss reserves. With the prudent preemptive provision being set aside since the start of the pandemic, the loan loss coverage of the Group is the most prudent amongst its peers. As at the end of March 2022, the Group’s loan loss coverage ratio stood at 382.5%, significantly higher as compared with the banking industry’s loan loss coverage ratio of 115.7%. Meanwhile, the Group’s loan loss coverage ratio inclusive of regulatory reserves was higher at 402.7%.”

Assistance for Customers Affected by the Pandemic

Since the onset of the COVID-19 pandemic in 2020, the Public Bank Group remained committed to assist individuals and businesses who faced repayment constraint by offering various flexible relief assistance packages. In addition, the Group also continued to provide various financing support to SMEs, including the various SME financing schemes initiated by the Government and Bank Negara Malaysia.

Tan Sri Teh added, “The Group has assisted about 24% of its borrowers with total loans amounting to more than RM80.0 billion under various Repayment Assistance Programmes. With the expiry of some of the loans under the PEMULIH repayment assistance scheme, the Group is still proactively providing further assistance to customers who continue to face financial constraints. As at the end of April 2022, about RM20.1 billion domestic loans were still under the Repayment Assistance Programmes, accounting for 6% of the Group’s total domestic loans.”

Overseas Operations

The Public Bank Group’s overseas operations contributed 7.5% to the Group’s profit, whereby Public Financial Holdings Limited Group (“PFHL”) and Cambodian Public Bank (“Campu Bank”) continued to be the main contributors.

Tan Sri Teh added, “In addition to the PFHL and Campu Bank, Public Bank Vietnam (“PBVN”) remained another key focus of the Group in growing its overseas operations.  In the first quarter of 2022, PBVN achieved a profit growth of 23.9%, as compared with the corresponding period last year.  In view of the good growth potential in Vietnam, the Group will continue to expand its branch network in Vietnam to a total of 32 branches by the end of 2022, subject to regulatory approval.”

Healthy Capital and Liquidity Position

As at the end of March 2022, the Group’s common equity Tier 1 capital ratio, Tier 1 capital ratio and total capital ratio stood at a healthy level of 14.3%, 14.4% and 17.4% respectively, while liquidity coverage ratio remained healthy at 126.2%.

Group’s Prospects

Malaysia’s proactive actions to contain COVID-19 is set to further stimulate the economy with the reopening of more social and economic sectors as well as international borders. Nevertheless, challenges surrounding the outlook remain due to external and domestic factors, such as the resurgence of COVID-19 variants and geopolitical tensions.

Tan Sri Teh commented, “With the economic recovery expected to gain further traction going forward, it will further stimulate sentiments on the ground, providing a more supportive environment for businesses.”

Tan Sri Teh concluded, “After two years into the COVID-19 pandemic, the Public Bank Group’s resilience to challenges has been further strengthened.  Coupled with its sound fundamentals built over the years, the Public Bank Group will remain in good stead to capitalise growth opportunities in the post-pandemic economy going forward. The Group will remain steadfast in pursuing its organic business strategy, improving cost efficiency and maintaining superior asset quality to support sustainable growth.”

FOR IMMEDIATE RELEASE

23 May 2022

Public Bank’s 56th Annual General Meeting Held On 23 May 2022

In conjunction with Public Bank’s 56th Annual General Meeting held on 23 May 2022, the Founder, Chairman Emeritus, Director and Adviser of Public Bank, Tan Sri Dato’ Sri Dr. Teh Hong Piow is pleased to present a review of the Public Bank Group’s performance in 2021 and the Group’s strategic direction.

Performance Review

Tan Sri Teh said, “Despite various challenges faced in 2021 due to the COVID-19 pandemic, the Public Bank Group remained resilient and recorded pre-tax profit and net profit attributable to shareholders of RM7.37 billion and RM5.66 billion respectively in 2021, compared with RM6.29 billion and RM4.87 billion in 2020. The higher profit was mainly due to the low base effect in 2020 as well as positive loans and deposits growth achieved in 2021. Earnings per share increased from 25.1 sen in 2020 to 29.1 sen in 2021.”

Tan Sri Teh added, “In 2021, the Public Bank Group continued to outperform its banking peers. The Group is the most cost-efficient bank in Malaysia with the lowest cost to income ratio of 31.6%, as compared to the industry’s average cost to income ratio of 48.1%. In terms of asset quality, the Group remains the best amongst all Malaysian banks, with gross impaired loans ratio of 0.3%, compared to the industry’s average gross impaired loans ratio of 1.4%. The Group continued to sustain double digit net return on equity of 12.4%, which was well above the domestic banking peers’ average net return on equity of 8.9%.”

Tan Sri Teh further added, “Despite the challenging economic condition in 2021, the Public Bank Group was able to maintain a stable dividend payout. A second interim dividend of 7.7 sen per share was paid on 22 March 2022. Together with the first interim dividend of 7.5 sen paid in September 2021, shareholders would have received a total dividend of 15.2 sen for 2021, an increase from 13 sen for 2020.”

Total dividends paid amounted to RM2.95 billion or 52.2% payout of the Group’s net profit in 2021.

Proactive Assistance to Customers Affected by COVID-19 and Flood

The Public Bank Group remained committed to assist customers facing financial constraints amid the COVID-19 pandemic. Since the beginning of the pandemic, the Group has proactively engaged affected borrowers.

Tan Sri Teh said, “To date, the Public Bank Group has assisted about 24% of its borrowers with total loans of more than RM80.0 billion through various Repayment Assistance Programmes, benefitting 438,000 individuals and businesses.”

The Public Bank Group had also been actively promoting special financing schemes initiated by the Government and BNM to assist the SMEs in overcoming the COVID-19 challenges. Overall, the Group approved about RM3.4 billion for over 17,700 SME businesses under these special financing schemes.

Repayment assistance is not limited to only customers affected by the pandemic but also for customers who experience unfortunate events, such as floods. Recently, severe floods in several states in the country has affected many livelihoods. For customers who were affected by the floods, Public Bank has swiftly extended assistance to help them weather through their financial difficulties. To date, the Group has approved flood moratorium amounting to about RM1.8 billion.

Tan Sri Teh said, “Despite the expiry of some of the loans under the PEMULIH repayment assistance scheme, the Public Bank Group will continue to proactively provide further repayment assistance. The Group will also continue to provide financing support to SMEs.”

Healthy Loans and Customer Deposits

The Public Bank Group continued to focus on financing of residential properties and passenger vehicles as well as lending to SMEs for the purchase(s) of commercial properties and working capital financing.

Tan Sri Teh highlighted that, “The Group’s total gross loans and financing grew by 3.6% to RM358.0 billion in 2021, with domestic loans growing by 3.4%. The Group continued to sustain its leading position in the domestic retail financing with market shares of 20% and 34% in residential property and commercial property financing respectively, as well as 30% market share in hire purchase financing. The Group is also a leading SME financier with 22% market share in domestic SME financing.”

Tan Sri Teh added, “In terms of funding, the Group’s total customer deposits increased by 4.0% to RM380.4 billion in 2021, with domestic deposits growing by 4.5%. In particular, the Group’s low cost current and savings deposits recorded a strong growth of 11.7% during the year.”

Superior Asset Quality

Tan Sri Teh said, “The Public Bank Group’s gross impaired loans ratio of 0.3% as at the end of 2021, was well below the banking industry’s gross impaired loans ratio of 1.4%.”

The Group’s loan loss coverage ratio stood at 360.7%, significantly higher than the banking industry’s loan loss coverage ratio of 129.0%. With the inclusion of regulatory reserves, the Group’s loan loss coverage would be higher at 383.2%.

Continued Contribution from Non-Interest Income

Non-interest income was lower by 7.3% owing to the reduction in investment income amid unfavourable market condition in 2021. However, the unit trust business as well as fee and commission income expanded by 18.1% and 13.2% respectively in 2021, complementing the Public Bank Group’s profitability.

Tan Sri Teh said, “Public Mutual, a wholly-owned unit trust management company of the Public Bank Group, remained a major contributor to the Group’s non-interest income. In 2021, Public Mutual recorded a commendable profit growth of 22.8% and captured a market share of 34.6% in the retail private unit trust industry. As at the end of 2021, Public Mutual’s total assets under management stood at RM104.6 billion, with 177 funds under its management.”

Healthy Capital and Liquidity Position

The Public Bank Group’s Common Equity Tier 1 capital ratio and total capital ratio had further strengthened to 14.5% and 17.7% respectively as at the end of 2021, as compared with 14.0% and 17.1% a year ago. The Group’s Liquidity Coverage Ratio also stood at a healthy level of 127%, above the minimum regulatory requirement of 100%.

Tan Sri Teh said, “The Public Bank Group will continue to be proactive in its capital and liquidity management in ensuring a healthy capital and liquidity position to support its long term growth as it pursues its strategic business objectives.”

Superior Returns to Shareholders

The Public Bank Group continues to deliver consistent and superior returns to its shareholders.

Tan Sri Teh highlighted, “An investor who bought 1,000 shares of Public Bank that was listed in 1967, and assuming that all rights issued were subscribed, he would now have 744,690 Public Bank shares worth RM3.4 million. Together with total gross dividend of RM1.7 million received and appreciation in share value, this would translate into an impressive compounded annual rate of return of 18.5% for each of the 54 years since 1967.”

Environmental, Social, and Governance (“ESG”)

The Public Bank Group is proactive in its role in ESG management. To further mitigate climate related risk, the Group has conscientiously been working on embedding climate-related considerations in its business strategies and risk management.

Tan Sri Teh said, “The Group is committed to the nation’s sustainability journey towards a climate-resilient economy. To this end, the Group has set new commitments to drive its sustainability goals. The Group targets to achieve RM40 billion ESG-friendly financing by 2025, of which RM25 billion financing is for purchases of energy efficient vehicles and RM15 billion financing is for affordable homes.”

Digital Initiatives

The Public Bank Group’s digital strategies are clearly mapped out in its multi-year digital roadmap which will pave the way forward for the Group to move ahead of the curve and remain competitive in the market.

Tan Sri Teh said, “In the area of digitalisation, the Group will continue to make significant investments in technology to drive innovation and maintain a competitive edge. To stay ahead, the Group has accelerated its digital initiatives and implemented its multi-year digital roadmap in light of fast moving digital and technology trends.”

The Public Bank Group has also collaborated with various solution providers to help its SME customers expand their businesses by enhancing their digital capabilities through various digital business solutions.

Outlook

Since the pandemic started over the last two years, the Public Bank Group’s resilience to challenges has further strengthened. The Group is poised to deliver long term business value, supportive of the broader economic recovery in 2022.

On the Public Bank Group’s strategic direction and outlook, Tan Sri Teh commented, “Malaysia’s transition to the COVID-19 endemic phase is set to further stimulate key economic activities. This is supportive of the banking sector growth. Whilst the Public Bank Group is cautiously optimistic of the economic outlook, the Group remains mindful of the various domestic and external uncertainties which could affect the economy. Public Bank Group Posted Net Profit Of RM5.66 Billion For 2021 And Declared Second Interim Dividend Of 7.7 Sen
FOR IMMEDIATE RELEASE

25 February 2022

Public Bank Group Posted Pre-Tax Profit of RM2.00 Billion for The First Quarter of 2022

Public Bank Group Posted Net Profit Of RM5.66 Billion For 2021 And Declared Second Interim Dividend Of 7.7 Sen

Tan Sri Dato’ Sri Dr. Teh Hong Piow, the Founder, Chairman Emeritus, Director and Adviser of Public Bank announced that the Public Bank Group recorded a pre-tax profit of RM7.37 billion and net profit of RM5.66 billion in 2021, compared to RM6.29 billion and RM4.87 billion respectively in 2020.

Tan Sri Teh commented, “The Public Bank Group’s sound fundamentals and business strengths in its core lending and deposit business continued to support the Group’s financial performance.”

The improved profit growth in 2021 was also attributed to the low base effect in 2020 when the COVID-19 unprecedentedly caused public health crisis which led to closure of most economic activities.

However, in 2021, the operating environment remained extremely challenging due to the prolonged COVID-19 pandemic and the emergence of new variants. Rising inflationary pressure and the unexpected flash floods in several states in Malaysia at the year end had posed further headwinds to the economic condition. These prevailing economic challenges continued to weigh on the Group’s profit performance with its net profit growing by a subdued 1.4% in the fourth quarter of 2021, as compared to the third quarter of 2021.

“Despite the challenges in 2021, the Public Bank Group was able to steer through the difficult year with sustained balance sheet strength. The Group continued to demonstrate its resilience with net return-on-equity of 12.4% and efficient cost-to-income ratio of 31.6%,” Tan Sri Teh said.

With that, Tan Sri Teh is pleased to announce that, “The Board of Directors is declaring a second interim dividend of 7.7 sen per share. The second interim dividend will be paid on 22 March 2022 based on the dividend entitlement date of 14 March 2022. Together with the first interim dividend of 7.5 sen per share, the full year dividend for 2021 amounts to 15.2 sen. This represents a total dividend payout of RM2.95 billion or 52.2% of the Group’s net profit for 2021.”

Continued Expansion in Loans and Deposits

For 2021, the Public Bank Group achieved total loans growth of 3.6% to RM358.0 billion. Domestic loans grew by 3.4% to RM334.6 billion. Domestic loans growth was mainly supported by lending for residential properties, hire purchase and small and medium enterprises (SMEs). However, the increase in total loans was partially offset by the moderation in corporate loans arising from large repayment from certain corporate customers.

In terms of funding, the Group’s total customer deposits grew by 4.0% to RM380.4 billion. Domestically, total customer deposits grew by 4.5% to RM352.6 billion. The Group’s low cost savings and demand deposits had shown particular strong growth of 11.7%, which had contributed positively to the Group’s net interest margin.

Tan Sri Teh said, “The Group was able to achieve continued loans and deposit growth, amid the highly intense competition in the market. As at the end of December 2021, the Group’s funding position remained stable with gross loan to fund and equity ratio of 80.0%.”

Continued Support from Non-interest Income

Non-interest income was lower by 7.3% owing to the reduction in investment income amid a volatile market in 2021. However, the continued expansion in unit trust business as well as fee and commission income, which grew by 18.1% and 13.2% respectively in 2021, continued to complement the Public Bank Group’s profitability.

Tan Sri Teh highlighted, “The Public Bank Group’s unit trust business, undertaken by its wholly-owned subsidiary, Public Mutual, registered a commendable pre-tax profit growth of 22.8% in 2021, as compared to 2020. As at the end of December 2021, Public Mutual managed a total of 177 unit trust funds with assets under management increasing by 4.3% to RM104.6 billion, capturing a large retail market share of 34.6%.”

Efficient Cost Management

The Public Bank Group remained vigilant in cost management. In 2021, the Group recorded a marginal increase of 1.4% in overhead expenses.

Tan Sri Teh said, “The Public Bank Group continues to pursue its cost optimisation strategy by focusing on optimising discretionary spending, concentrating on developing its talent pool as well as building digital solutions that improve customer experience and operational efficiency. On the back of the continued income growth, coupled with cost discipline, cost-to-income ratio remained at an efficient level of 31.6%, as compared to the domestic banking industry’s average of 42.8%.”

Resilient Asset Quality

On asset quality, Tan Sri Teh commented, “The Public Bank Group’s gross impaired loans ratio remained stable at 0.3% as at the end of December 2021. As the economy remained uncertain, the Group continued to be prudent on building preemptive provisions. Loan loss coverage ratio further strengthened to 360.7%, significantly higher as compared to the banking industry’s loan loss coverage ratio of 129.0%. Meanwhile, loan loss coverage ratio inclusive of regulatory reserves further increased to 383.2%.”

Assistance for Customers Affected by the Pandemic and Floods

With the COVID-19 pandemic heavily weighing on the economy, the Public Bank Group has implemented various flexible relief assistance packages to assist individuals and businesses who face repayment constraints since 2020. These relief assistance packages include loan moratorium, as well as the Targeted Repayment Assistance (“TRA”) and the Expanded Targeted Repayment Assistance (“ETRA”). The TRA and the ETRA are offered in various flexible packages to suit the needs of different customers with varying financial conditions. Further, the Group also actively participates in the Financial Management and Resilience Programme, a comprehensive repayment relief programme launched in collaboration with Agensi Kaunseling & Pengurusan Kredit (“AKPK”) which offers longer-term repayment assistance and financial management assistance to borrowers to overcome their financial difficulty.

The Group is also a participating financial institution for special financing schemes initiated by the Government and Bank Negara Malaysia, such as the Special Relief Fund, Micro Enterprises Facility and Targeted Relief and Recovery Facility, to financially assist SMEs who need additional funds for their businesses amid the pandemic challenges.

Tan Sri Teh added, “As at the end of December 2021, about RM83.4 billion of domestic loans have been approved under the Repayment Assistance Programmes, benefiting nearly 438,000 customers. As for special financing schemes initiated by the Government and Bank Negara Malaysia, the Group has extended about RM3.4 billion of financing to more than 17,700 SMEs.”

Tan Sri Teh further added, “The Group’s strong commitment to its customers is further reflected in its recent proactive participation in the offering of repayment relief for customers affected by the recent floods. Further, the Group is also a participating financing institution of the Disaster Relief Facility initiated by Bank Negara Malaysia, offering financing facility with a low financing rate of up to 3.5% per annum, to alleviate the financial burden faced by the SMEs.”

Tan Sri Teh added, “Climate change has increasingly become a global issue due to its damaging and disruptive impact not only on the environment, but also human health and the economy. Over the years, the Group has increasingly integrated environmental considerations into its daily banking operations. This year, the Group has established its sustainability commitments and set specific goals to lead its actions in addressing climate change risk.”

Tan Sri Teh reiterated, “The Public Bank Group places great importance on environmental, social and governance issues, as the Group understands that ultimately, a business with good practices is one that will flourish and sustain over the long term.”

Healthy Capital and Liquidity Position

As at the end of December 2021, the Group’s common equity Tier 1 capital ratio, Tier 1 capital ratio and total capital ratio stood at a healthy level of 14.5%, 14.6% and 17.7% respectively, while liquidity coverage ratio remained healthy at 127.3%.

Group’s Prospect

After navigating a bumpy and uneven recovery in 2021, Malaysia’s economic growth is anticipated to accelerate in 2022. High vaccination coverage and active vaccine booster shot rollout are expected to support consumer and business sentiment amid sizeable fiscal support and accommodative monetary policy. However, the ability of the vaccines to guard against any new COVID-19 variants remains a concern to the strength of the recovery.

Tan Sri Teh said, “As the economy gradually recovers, the Public Bank Group will continue to focus on further strengthening its business resilience, including preserving asset quality, maintaining cost discipline and upholding high standards of corporate governance.”

Tan Sri Teh concluded, “The Public Bank Group will continue to remain agile and responsive to the changing environment to ensure long term sustainability of its business and to better serve the interest of all its stakeholders.”

Enjoy QR Cross Border Payment convenience between Malaysia with both Indonesia and Thailand via Public Bank’s DuitNow QR
FOR IMMEDIATE RELEASE

16 February 2022

Enjoy QR Cross Border Payment convenience between Malaysia with both Indonesia and Thailand via Public Bank’s DuitNow QR

Businesses and consumers can now make instant payments using DuitNow QR Cross Border Payment between Malaysia with both Indonesia and Thailand using Public Bank’s PBe QR Service.

This would allow Public Bank customers travelling abroad to transact conveniently with merchants in Indonesia and Thailand using Public Bank’s mobile banking application, PB engage, while customers from Indonesia and Thailand can comfortably use their home countries’ banking accounts to pay merchants in Malaysia.

“With the Malaysian Government looking to open its international borders by March, the convenience of using Cross Border Payment and DuitNow QR linkage with both Indonesia and Thailand will further encourage economic activities with these nations,” said Public Bank’s Managing Director and Chief Executive Officer, Tan Sri Tay Ah Lek.

This initiative marks a new milestone since Public Bank’s launching of the nation’s first DuitNow QR Cross Border Payment Acceptance in June 2021 to facilitate international QR Payment from Thailand and subsequently from Indonesia.

Developed in collaboration with Payment Network Malaysia Sdn. Bhd. (PayNet), Tan Sri Tay said that the Cross Border QR Payment linkage will also further Public Bank’s efforts to provide greater financial inclusion as part of Public Bank’s Environmental, Social and Governance (ESG) efforts.

“Businesses of all sizes, including Micro, Small and Medium Enterprises (MSMEs) can now accept payments efficiently and securely with cashless payments that are cost effective. This will lower the barrier of doing business for MSMEs as ASEAN borders gradually reopen. Meanwhile, for retail customers, apart from having a more convenient and safer option to make payment, they will also enjoy better foreign exchange rates. Hence, customers will get better value from their spending, contributing to a win-win solution for all,” Tan Sri Tay said.

Accelerating the usage further, Public Bank has been waiving the transaction fees for both retail customers and its PBe QR Merchants – including cross border QR Payments to and from Indonesia and Thailand until 31 December 2022.

About PBe QR
